Job Description Summary
Design and review construction plans for compliance with federal, state and municipal codes and regulations as well as good engineering practices.
Essential Job Functions
•Prepare engineering designs, plans, specifications, studies, and cost estimates.

•Participate in public meetings, concept reviews, and communicate with customers.

•Draft resolutions, ordinances, and reports for City Council consideration.

•Conduct research and make recommendations regarding proposed and existing standards and policies; prepare requests for proposals, participate in selecting engineering consultants, and manage engineering consultant contracts and projects.

•Conduct site visits and perform additional drafting/design work to ensure compliance with various standards and regulations.

•Consult with engineers, architects, developers and contractors to review building and site development plans and zoning applications for compliance with codes and relevant regulations.

•Solve problems encountered during construction by promptly coordinating and documenting solutions with contractors, inspectors, and design consultants.
Ancillary Job Functions
•Coordinate with other City departments to review plans for various construction projects.

•Guide and support engineering technical staff as needed.

•Maintain appropriate records and applications.

•Review applications for construction permits in coordination with other City departments.

•Serve as a customer representative for the division by answering inquiries

•Perform studies and analysis needed to maintain and operate infrastructure.

•Perform other related duties as assigned.
Education and Experience - An equivalent combination of education, training and experience will be considered
•A Bachelor’s degree in Engineering or related field.

•Minimum four years of experience in construction, design, site plan review or related field.

•Certification as a Professional Engineer in the state of Missouri.

•Must possess a valid driver’s license and maintain a safe driving record.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
•Extensive knowledge of the principles and trends in construction management, civil engineering, zoning, public services, and capital planning.

•Considerable knowledge of construction principles, equipment and operations related to assigned area.

•Understanding of current federal, state and municipal legal regulations and codes regarding zoning and community development.

•Technical ability to understand a wide variety of construction plans and blueprints.

•Knowledge of civil engineering design software and computer drafting, such as GIS and AutoCAD.

•Ability to prepare accurate plans, computations, drawings, specifications, cost estimates, and engineering reports.

•Considerable knowledge of maps, deeds, plats and plans.

•Ability to communicate effectively, both orally and in writing.

•Ability to establish and maintain effective working relationships with other employees, engineers, and the general public.

•Engineers assigned to sanitary sewer/storm water must have considerable knowledge of hydrology, storm sewer and sanitary sewer related matters including, but not limited to sanitary sewer treatment processes; sanitary sewer collection system sizing; pump station and treatment plant design; storm sewer and drainage system design, flood plain and flood plain modeling.

•May be exposed to wet/humid conditions, inclement outdoor weather, vibration, extreme temperatures, airborne particles/fumes, moving mechanical parts, very loud noise levels, risk of electrical shock, or potentially hazardous bodily fluids.

•May be required to work in confined spaces, hazardous traffic conditions, or high/dangerous places.

•Exposed to moderate to very loud noise levels at construction sites.

NOTE: Applicants without a Professional Engineer License may be considered for an Engineering Specialist position with a minimum pay rate of $24.86/hr. to a midpoint of $32.33/hr.

**This Engineering position requires specialized knowledge of traffic engineering principles. Prepares engineering designs, plans, specifications, and cost estimates for traffic control devices and signals. Participates in the review of construction and development plans and subdivision plats to ensure compliance with regulations and standards. Analyzes traffic impacts from new development or redevelopment projects. Prepares transportation improvement program and traffic impact studies; performs traffic engineering analyses. Prepares and maintains a variety of engineering documents which may include plans, specifications, contracts, maps, standards, and policies. Maintains and updates sign inventory and accident databases. Develops geographic information systems. Drafts resolutions, ordinances, and memos for City Council consideration. Prepares technical reports on traffic and related issues for departmental usage. Answers inquiries and complaints from the public regarding such issues as traffic signal problems, school crosswalks, and neighborhood traffic concerns. Conducts research, evaluates, and makes recommendations regarding proposed and existing facilities and services; conducts system planning studies. Plows snow during weather emergencies. Performs related duties as needed or assigned.
